When logged in as the admin go to "SMS Credit Assign". Here you will see a list of all of your Members and the ability to modify the amount of credits they have. You can give Members credits here. Every time an Member sends a message using the SMS broadcaster a credit is deducted from their account. If the Member has no credits, then none of their messages are sent. This allows you to control how many text/voice messages Members can do and prevent them from racking up a large fee from Twilio or Tropo. If desired, you can setup your own billing outside of the Web Marketing Tool Software and bill your Members for additional credits, but you will need to manually add any credits they purchased.
You have most likely reached your SMS limit with Google. Go into your voice.google.com
account and try to send an SMS message from there. If you see the message below after sending the SMS then you have reached the limit:
"Your message was not sent because the text message limit was reached. Please try again later or try sending to fewer contacts."
Google has put limits to the amount of SMS messages that can be sent. Unfortunately, they do not publish what the limit is. It seems limits might be different between accounts. Also, they do not publish how long the period is either (if it is a per minute, hour, day, week, etc., limitation). In doing research I've seen a wide range of reports (one person saying they reached it after 120 SMS messages, and another saying 50,000). Most are saying they've sent 100-500 SMS messages in a day without issues or that they've had issues with 100-500 so it seems the limit is in that range.
From a recent issue by a client it seems they are now limiting it on a shorter limit/timeframe. Like maybe it is reset every 15 minutes or every hour and a much lower limit. Also, since it isn't published it is very likely it is different between accounts and that also they are expirementing with different ways to handle it with different accounts.
So I guess the short answer is for now the limits could be basically anything as everyone is getting different limits.
A fix we could do is use Twilio for sending SMS messages, just Twilio charges a penny per a message. With the SMS Marketing plugin it works of credits members purchase, so it would be the member paying the fee for the credits.
Below is a link to the Google page where they mention the limit:https://support.google.com/voice/answer/115116?hl=en

They charged US$0.01 a text, but you should go and see all their prices and policies at twilio.comNOTE: TWILIO is a 3rd Party Provider and is not related or associated with WMT !
You can view the price for the Tropo Broadcaster Plugin on the product prices page
. All members have access, but you can limit the access if needed. Also, Twilio
) has their own fees for per text message posted on their site.
You can choose to allow members to have access to create and send their own messages. If you do this there is an additional monthly per a member fee for each member that has access to this feature. Click here to view the monthly fee
The plugin uses credits to control how many messages members can use to prevent someone from using too many since each message causes a fee. You can sell credits, or give them away for free.
